This paper explores the use of an ethics framework based on the Public Health Code of Ethics to guide rationing decisions during a pandemic flu crisis involving a shortage of ventilators. While the law provides public health officials with authority to act, public health officials, as community leaders and health department managers, must address complex questions about how they should use their legal authority, how they can ethically justify a particular action, how they should engage community stakeholders in decision making, (...) and how the process of public justification should take place. Recognising the need for a tool that could help public health officials manage ethical tensions in practice, such as allocation of scarce resources, the Public Health Leadership Society led efforts to develop a Public Health Code of Ethics. The 12 Principles in the Code were written to express the general norms implicit in the practice of public health professionals. The Code offers no hierarchical weighting of the different principles and anticipates that weights and specification of the principles would take place in the context of each community through a process of engagement between public health officials and community stakeholders about specific cases. We describe how public health officials can use the Code to guide deliberation in helping communities prepare to address the tragic choices when allocating scarce ventilators in an influenza pandemic. In the literature on supervaluationism, a central source of concern has been the acceptability, or otherwise, of its alleged logical revisionism. I attack the presupposition of this debate: arguing that when properly construed, there is no sense in which supervaluational consequence is revisionary. I provide new considerations supporting the claim that the supervaluational consequence should be characterized in a ‘global’ way. But pace Williamson (1994) and Keefe (2000), I argue that supervaluationism does not give rise to counterexamples to familiar inference-patterns (...) such as reductio and conditional proof. Deontological internalism is the family of views where justification is a positive deontological appraisal of someone's epistemic agency: S is justified, that is, when S is blameless, praiseworthy, or responsible in believing that p. Brian Weatherson discusses very briefly how a plausible principle of ampliative transmission reveals a worry for versions of deontological internalism formulated in terms of epistemic blame. Weatherson denies, however, that similar principles reveal similar worries for other versions. I disagree. On what grounds will the rational man become a Christian? It is often assumed by many, especially non-Christians, that he will become a Christian if and only if he judges that the evidence available to him shows that it is more likely than not that the Christian theological system is true, that, in mathematical terms, on the evidence available to him, the probability of its truth is greater than half. This volume contains thirteen new essays covering various issues in value theory. Eight of the essays were presented at a conference by the same name at Bowling Green State University, five others were commissioned. The essays vary in quality, and some of them cover themes developed in previously published work. But overall, each essay provides a carefully argued point of view on an important issue.

Taking away grains from a heap of rice, at what point is there no longer a heap? It seems small changes – removing a single grain – can’t make a difference to whether or not something is a heap; but big changes obviously do. How can this be, since big changes are nothing but small changes chained together?

*This work has turned into a bigger project, and some of it is published in "Lewis on reference".* Some things, argues Lewis, are just better candidates to be referents than others. Even at the cost of attributing false beliefs, we interpret people as referring to the most interesting kinds in their vicinity. How should this be accounted for? In section 1, I look at Lewis’s interpretationism, and the reference magnetism it builds in (not just for ‘perfectly natural’ properties, but for (...) certain kinds of auxiliary apparatus). In section 2, I draw on (Field, 1975) to argue that what properties are reference magnetic may be an ultimately conventional matter—though in the Lewisian setting, there may be an objectively best conventional choice to make. But Lewis’s own account has implausible commitments, so in section 3 I consider variations and alternatives, all of which have problems. In section 4, I look in more detail at eligibility-based interpretationism that do not appeal to naturalness, arguing that there are credible metasemantic theories of this form. (shrink)

An alleged moral right to informational privacy assumes that we should have control over information about ourselves. What is the philosophical justification for this control? I think that one prevalent answer to this question—an answer that has to do with the justification of negative rights generally—will not do.

I argue that the current view (as held by, eg., Warnock, Anscombe and Stenius) of Wittgenstein's theory of language in the Tractates is mistaken. This view maintains that Wittgenstein's theory is one of 'isomorphism'; that, roughly, a sentence has meaning in virtue of its being a facsimile of a fact or possible fact. But a detailed study of significant passages in the Tractattis shows that Wittgenstein held no such view. His use of important terms, such as Salz, Bild, Sachverhalt, Tatsache (...) , etc., has been crucially misunderstood. There is no isomorphism. The theory is not about sentences at all, but about talking sense. (shrink)

Unable to overlook Agamben’s gloss of Kant’s moral philosophy as a vector of ontological delirium, the article scrutinises Kant’s choice of the well-known expression ‘categorical imperative’ as the prescriptive cornerstone of moral praxis. The article’s central claim is that the linguistic formulation of the categorical imperative in such terms on Kant’s part is not determined by pleonastic redundancy or overabundant formality. It depends on Kant’s well-aware need to voice and get logically rid of, as best as possible, within the available (...) language in the wake of the philosophical tradition, an ontological conundrum whose evidence can already be traced back to Socrates’s trial. The categorical imperative attempts to convey the results of Kant’s inquiry of human ontology linguistically, requiring a hendiadys to express the somewhat ineffable – since counterintuitive for us as finite beings – equivalence between human freedom and morality. By engaging with Agamben’s critique, the article not only refutes it by referencing other scholars like Rawls, Korsgaard, Ferraris, and Habermas, but also sheds new light on Kant’s moral philosophy regarding the intrinsic morality of human beings whose adoption of the universal moral law would rationally be natural expression and necessity. This interrogates the Kantian scholarship, which, despite its best intentions, may not have yet taken due account of such a record which, we argue, suggests an inseparability between political and moral philosophy whereof contemporary political theory has probably not yet fully grasped its significance, at least in a strictly Kantian sense. Mr Olding's recent attack on my exposition of the argument from design gives me an opportunity to defend the central theses of my original article. My article pointed out that there were arguments from design of two types—those which take as their premisses regularities of copresence and those which take as their premisses regularities of succession. I sought to defend an argument of the second type. One merit of such an argument is that there is no doubt about the truth (...) of its premisses. Almost all objects in the world behave in a highly regular way describable by scientific laws. Further, any scientific explanation of such a regularity must invoke some more general regularity. The most general regularities of all are, as such, scientifically inexplicable. The question arises whether there is a possible explanation of another kind which can be provided for them, and whether their occurrence gives any or much support to that explanation. I urged that we do explain some phenomena by explanation of an entirely different kind from the scientific. We explain states of affairs by the action of agents who bring them about intentionally of their own choice. Regularities of succession, as well as other phenomena may be explained in this way. Explanation of this kind I will term intentional explanation. Intentional explanation of some phenomenon E consists in adducing an agent A who brought E about of his own choice and a further end G which, he believed, would be forwarded by the production of E. In this article we show that it is possible to completely classify the degrees of r.e. bases of r.e. vector spaces in terms of weak truth table degrees. The ideas extend to classify the degrees of complements and splittings. Several ramifications of the classification are discussed, together with an analysis of the structure of the degrees of pairs of r.e. summands of r.e. spaces.
